State Bills introduced by Ted Gaines since he arrived in the Assembly.

1. AB 1227 - Gaines
* Transportation funding: cities and counties. Ted's asking to apply voter approved transportation money through the sale of bonds that will encumber future generations to areas affected by tourism and snow removal so that they get their due attention.
2. AB 254 - Gaines
* Vehicles: total loss salvage vehicles. Ted's an insurance guy. As an owner, I believe he still profits from Point West Insurance. Still there doesn't appear to be much to the technical change in the wording of the old Vehicle code.
3. AB 1196 - Gaines
* Flame throwing devices. A minor law that allows folks under fire department employment to not carry a permit.
4. AB 424 - Gaines
* Wetlands mitigation banking: notice. This is actually a good idea. Notice would be required to be given to affected counties and cities before a wetlands mitigation bank is approved. This obviously helps Ted's Developer friends that gave so profusely to his campaign by putting a road block in the way of wetland preservation. You see, most Placer County and City officials receive contributions from the same "gang." Still, it is only reasonable that the Feds and State notify these entities so that they can debate the formation of such banks.
5. AB 1301 - Gaines
* Financial institutions: deposits. It looks like this is deregulation of where a company can move money between companies that it owns by taking away some governmental authority.
6. AB 248 - Gaines
* Vehicles: violations: punishment. Gives judges the ability to punish reckless drivers and folks that race on public streets as felons.
7. AB 678 - Gaines
* Crimes: fleeing the scene of an accident. Adds 5 years in jail.
8. AB 542 - Gaines
* State Historical Building Safety Board: membership is expanded to include a representative from building owners and managers.
9. AB 1072 - Gaines
* Health care coverage: California Health Insurance - Keeps the government from limiting health care choices.
10. ACA 3 - Gaines
* Expenditure limits.This is a bill that will have to be approved by voters that changes the state constitution and affects Education.

I warned the city Rocklin Council back in 2004 and 2005 about spending money on "pretty and fun" while the War in Iraq continued to break the American budget. They listened with both ears wide open and my message passed between those ears, never stopping to visit a gray cell. After all, they had developers and their campaign contributions to consider. They had to consider Prince John Doolittle and his grip on all things Placer. The Council spent like there was no tomorrow and there really won't be for some employees in the City. The Council let Rocklin's infrastructure go for so long that it is now so bad that they can't afford to fix it. As you drive through town, look at the "alligator" cracks in almost all our city's roads. For those of you that don't drive, I took some pictures, one of which is below.

They bought parks and a library and are wasting our money in their "downtown Rocklin" scheme. They built a glorified entrance to Rocklin Road with fake rock and all.

What Price will we pay?

I anticipate city employee layoffs and a lessening of our police and fire protection. Since both the Chief of Police and Fire work at the pleasure of the City Council, they virtually have their hands tied. (Were they elected, we'd probably have a far better police and fire department by now funded separately from the general fund.) Since they are not elected, and under the control of the council, it is even more crucial to know your council and elect really good ones.

Rocklin's roads are falling apart and the residents of Rocklin are solely to blame because they elected the over-spending incumbents and one new guy who is another of the same mold. The council will cry that its the States fault and it is not. It is their fault. They wasted our money on frivolousness. A City Council's fiduciary responsibility is to maintain our infrastructure and provide police and fire protection. It has been extremely negligent while being diverted by developer desires and their off beat desire to bring in businesses which require more homes and more overcrowding in order to increase City funding so they can continue to waste the money on their expensive pet projects. The City of Rocklin is a shambles now, despite the tremendous influx of revenue due to the over-development the council assisted the past 20 years.

What's the City Council's Answer? What's the Rocklin Residents' Answer?

More layoffs and higher sales taxes to cover for their misdeeds. What is the Rocklin residents answer? Why, reelect them of course! That's what they did in 2006. Voters reelected the Doolittle Developer crowd! Why? Because Rocklinites in general, are disengaged sheep, lemmings and ostriches that actually deserve a bankrupt city. They don't pay attention and falsely think the incumbents were doing an okay job. After all, they don't even know who their city council folks are, let alone where their money came from or what they did with their money. They don't bother to go to city council meetings unless junior is getting an award on behalf of his baseball team or boy scout troop in which case the council folks get an excellent photo opportunity to win some votes. I also warned them about spending endlessly on the Matt Redding situation, another vote getter totally misunderstood by Rocklinites that thought the Council was probably doing a good thing. It was not. It was wasting your money elevating the status of City officials over the status of residents. Did you get a 200 car police escort when a member of your family died, no matter what a great person they were? Of course not, City Officials are simply more important than other residents of Rocklin. I remember the City Council standing together for the waste like Congress doing the Pledge of Allegiance on the steps of the nation's capitol while they squandered our wealth and committed numerous constitutional crimes behind our backs. Rocklin needs to wake up and sober up. Responsibility starts at home and spreads from there. If you call yourself an American, here's what you should be doing rather than slapping a flag sticker on your car. If you're over 18 you are responsible for all the City's shenanigans whether you stay home and watch football or not.

Is the Rocklin City Council "Conservative"

Of course not. The council is a developer owned communist team devoted to socialism and funding the over-development of Rocklin on behalf of developers. Simply go to their records posted on the left. Look at where their campaign money came from and remember that they "took the money." They didn't have to, but they did. They try to hide it by not listing associations on the 460 statements, but there's enough there for you to figure it out. Drive down to City Hall and get those 460 statements if you doubt what I'm saying. Despite all of this, most Council folks, if not all of them, are self admitted registered Republicans. Were they truly working for you in their non-partisan offices, they would be registered "Decline to State" which is a true independent. Note: Most Americans mis-register "American Independent" which is not independent at all. It is a political party related to George Wallace with its own platform and everything. However, independent, but uninformed Americans have been making this mistake for years.

What Can I Do? I'm just a "Moof!"

Get off the couch. Replace a TV show with your activism or suffer the consequences quietly. Insist on independent candidates for City Council. Oust the incumbents. Vote smart and/or run for office. Call the candidates and ask the tough questions. Attend Council meetings. Look up the 460 statements by driving to City Hall and simply asking to see them. If you don't at least know who your council folks are and what they do, I can't seriously look at you as an American, just another sheeple!
