Late one evening, a tow truck pulled into the gated community of Stanford Village in Rocklin, CA.

One homeowner was about to pay the price for living with an extra level of governance. Homeowner Associations have become somewhat infamous in California over the past 50 years or so.

Honestly, people don't always take this added layer of government very seriously even though such layers wield tremendous power of most people's single most important asset, their home. Excited about living in these communities, buyers eagerly sign over many of their property rights to the association.

Some anticipate breaking rules and regulations. After all, the rules should only apply to everyone else. They falsely think they can get away with infractions and when the rules are not enforced, many residents take advantage of the fact. Even association board members break the rules from time to time.

In this homeowner's case, she forgot to tell
